    PNM Request for Proposals

    New energy resources proposed to support PNM customers' growing electricity needs

    PNM issued a request for proposals (RFP) for new resources to serve the growing need for electricity from 2029 to 2032. The request seeks electric generation and technologies that will continue to support our customers with the electricity they rely on in their day-to-day lives. 

    "Our resource plan balances the needs of our customers, community and environment by focusing on low-cost options and technologies that advance New Mexico's carbon-free electricity goals," said Laurie Williams, the vice president of integrated planning for PNM. "The request encourages bids for energy resources within the Navajo Nation or Central Consolidated School District to support the Northwestern New Mexico region's economy which will be evaluated along with other proposals." 

    The RFP seeks at least 900 megawatts of new energy resources to come online between 2029 and 2032 to serve customers in New Mexico, with at least 500 megawatts needed by 2030. The proposed resources should reliably meet PNM's forecasted peak load requirements and continue progress toward the zero-carbon requirements of New Mexico's Energy Transition Act. 

    Any resource additions selected through this RFP will be subject to approval by the New Mexico Public Regulation Commission.

    Registration and Responses Submittals
    This RFP will be managed through a PNM public site hosted by JaggaerĀ® that can be accessed at: https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=PNMResources.

    The RFP's event number is 645-GENALL-2024. The RFP event package was made available on Dec. 30, 2024. In order to preserve transparency in the process and facilitate equal consideration to all respondents, bidders must not contact any PNM employees or agents of the company in regard to this RFP. All communications are to be conducted through the RFP event. 

    A schedule for the RFP process has been posted within the RFP, and respondents can refer to the RFP website for notice of changes/updates to the schedule.

    • Proposals due: May 14, 2025, at 8:00 p.m. MT
