      PNM Request for Proposals

      Smart Appliances and Energy Storage are among technologies that PNM will consider in its request for proposal

      PNM is issuing a request for proposal (RFP) for technologies and implementation services that can adjust, store and or dispatch electricity during high use times such as extreme heat. These Demand Side Management technologies and programs would create a more dispatchable electric system adjusting to times of the day when more or less electricity is needed on the power grid, helping PNM ensure an affordable, resilient and reliable system to serve customers.

      Demand Side Management resources may include traditional technologies, such as smart appliances or customer-owned energy storage, or other diverse resources as proposed. All resources should be available by June 1, 2027, and be considered new and incremental to PNM's existing energy efficiency and demand response programs.

      This RFP is issued in response to PNM's 2023 Integrated Resource Plan fulfilling the New Mexico Public Regulation Commission's requirements of the PNM Energy Efficiency Plan for 2024-2026 by filing for new, incremental demand response resources based on all available utility demand response resources.

      Definitions
      Demand Response: directly controllable, curtailable load derived from PNM's customers. The intent of this RFP is to seek technologies and resources that are new and incremental to PNM's existing demand response programs.  For more detail on PNM's existing Power Saver and Peak Saver programs, please refer to https://www.pnmpowersaver.com/ and https://www.pnm.com/peaksaver, respectively.

      Energy Efficiency: a measure designed to reduce a participant's use of electricity that is available at a time coincident to periods of system reliability risk or at other periods that will benefit PNM's system.

      Registration and Proposal Submittals
      The RFP instructions to bidders document is provided as a non-confidential document on the PNM websites identified below. This RFP will be managed through a PNM Sourcing public site hosted by Jaggaer® that can be accessed via the first link listed below:

      The RFP's event number is 227-GENALL-2024. Interested parties must acknowledge a required non-   disclosure agreement and Supplier Code of Conduct via the mandatory "Pre-requisites" section of the applicable RFP event. The RFP event package will be available on September 4, 2024.

      To preserve transparency in the process and facilitate equal consideration to all respondents, bidders must not contact any PNM employees or agents of the company in regard to this RFP. 

      All communications are to be conducted through the PNM Sourcing public site. Attempts to communicate outside of the RFP website may result in a potential bidder being disqualified from participating in the RFP. PNM makes no commitment to respond to any other form of communication.

      A schedule for the RFP process has been posted within the RFP, and respondents can refer to the RFP website for notice of changes/updates to the schedule. Important deadlines include:

       

      • Pre-Bid Conference (Online): Tuesday, September 24, 2024, at 1:00pm (MST)
      • Notice of Intent to Respond due: September 30, 2024
