2023 Integrated Resource Plan
Planning for your energy future
PNM collaborated with our customers and industry experts to develop an energy resource plan that spans the next two decades.
The 2023 Integrated Resource Plan (IRP) was a great opportunity for PNM and the community to join together to define our clean energy future. The IRP planning process invited public comment through a series of meetings that examined industry challenges and opportunities. Through the IRP planning process, PNM identified the most cost-effective resources to meet our customers' energy needs while maintaining reliability, affordability, resiliency, and working towards a carbon-zero footprint.
In 2023, PNM published its final IRP report, mapping the utility's resource planning from 2023 to 2043. In May of 2024, PNM filed a Notice of Material Event arising from updated demand and energy load forecasts. On October 22, 2024, PNM filed its supplemental analysis which revised the Statement of Need. Additionally, pursuant to 17.7.3.12c of the IRP rule in docket 23-00409-UT, PNM has submitted the 2029-2032 draft Request For Proposal (RFP). What is the IRP Process?
Every three years, PNM files an Integrated Resource Plan (IRP) with the New Mexico Public Regulation Commission (NMPRC) that includes a four-year action plan and a look at energy needs over the next 20 years. Leading up to the publication of the IRP, a year-long process engages the public and other stakeholders in an ongoing dialog to solicit their views and build upon their expertise and experience.

PNM's Public Advisory Process was an integral part of planning for the 2023 IRP. PNM welcomed comments and participation from the public, government and non-profit stakeholders, tribal interests, students, educational organizations, engineering and scientific organizations, and other concerned parties.
Facilitated Stakeholder Process
Pursuant to the new IRP rule, Gridworks was selected by the New Mexico Public Regulation Commission to facilitate a Public Stakeholder Process for the 2023 IRP.
